Ping jump on local server normal?

I'm using HLSW to look at my own ping, and it's spiking every few seconds...

I've set affinities to only 6/7/8 - set to High priority process -

I have a 100 Mbit down / 5 Mbit up connection - and I am pinging localhost on HLSW
