DeluxeEdition folder not present in NS2 steam folder

<div class="IPBDescription">Tried everything</div>Ok for starters.

I have deluxe edition (steam says so in DLC)
I also know I have deluxe edition because I have deluxe armor selected in game options.

So let me be clear, I HAVE the deluxe edition.
What I dont have is the Deluxe Edition folder in my NS2 folder

Going into the NS2 folder in Steam, I do not have DeluxeEdition (but it should be there)

Things Ive done:
Verified game cache
Restarted Steam
Verified that I am up to date by joining a server and playing
Changed Steam Server location and Restarted Steam
Restart computer
Uninstall and reinstall the game in Steam

So, how the heck can I get my deluxe goodies. Please advise
