how do i unbind the arrow keys in commander mode?

I use the arrow keys for push-to-talk and map overlay. They work great, but it makes commander mode unusable because every time I talk to my team, the map starts scrolling.

How do I unbind the map-scrolling from the arrow keys? Thanks.
