Can't download mods off server

<div class="IPBDescription">error code: 16</div>Trying to connect to Combat servers and I get about 5 errors for map downloads in my console.

Every single error is:

Error: Couldn't download mod 'map name'' (error code: 16)

Can't download combat mod off the server either.

Error: Couldn't download mod 'Combat Mod'' (error code: 16)

Okay, fixed by forwarding these ports:

Ok, it's back. Can't download mods off of any server. Error code 16 for life.

I can download mods fine using the main menu with no error ...

Yeah this error makes no sense to me.
If I keep using retry Steam will eventually download the mods without error. (Third, fourth attempt usually does it)

Is there a log I could send somewhere / read? It doesn't make sense that trying over and over again eventually gets the mods to download.
