Initial App state (0x402) update required

Nothing note worthy happens at first (besides showing the error message), the server download as it should until it hits about 40% then it slows down and after a while the download stops and i get the error message <!--quoteo--><div class='quotetop'>QUOTE </div><div class='quotemain'><!--quotec-->Error! App '4940' state is 0x402 after update job.<!--QuoteEnd--></div><!--QuoteEEnd-->

Does anyone have any idea of what is happening here?

I'm using the install method documented in the <a href="http://www.unknownworlds.com/ns2/wiki/index.php/Dedicated_Server" target="_blank">Dedicated Server Wiki</a>

I managed to fix it by downloading a steamcmd.exe from the valve dev community <a href="https://developer.valvesoftware.com/wiki/SteamCMD" target="_blank">site</a> so i guess that the steamcmd exe you can download from the wiki is outdated or something
