The deluxe edition content was supposed to be made available during launch but they delayed it as it would require a patch via Steam which they felt may possibly cause problems on launch day, therefore they decided to hold off this deluxe content until after the launch was stable.
The previous "patch" was more for to deliver that deluxe content.
