Upgrade to deluxe ed. for old pre-orders

Just wondering how this will work, if at all. I remember reading that people who pre-ordered before the game was on steam would also be able to upgrade to the deluxe edition, is this the case?

    Everyone who pre-ordered before the game was on steam will get Deluxe edition free.
