Black screen on load

<div class="IPBDescription">after windows reinstall</div>i just reinstalled windows to start fresh, i usually do it once every few years, and now when i try to load ns2, i get a blank screen, a mouse cursor, and the sounds of the menu when i move the mouse, but everything else is black. i tried editing the settings file in AppData to see if windowed mode would help, but it didnt.
any suggestions?
win7 64 all updates
phenom x3 720 BE
2 x radeon 5670 (CCC 12.10 - latest)
4 gb ram ddr3 1600
/edit i also turned my settings in CCC back to what they were before reinstalling windows, didnt help

I have just recently upgraded to windows 8, and im getting a black screen, sound and a cursor on the load screen but that is it.
Have tried reinstalling, deleting %appdata%\Natural Selection 2 as stated in other forums and had a look in my shaders directory to no avail....
HELP!
Please, really frustrating and have no idea whats going on, is it a windows 8 compatability issue? tried running in windows 7 compatability mode and its the same problem...
Does anyone know the solution?
