b224 mod issues

Hi, i keep getting errors when using the -mods "mod id" command to load up mods on a dedicated server. The ID is correct, but it'll come back with invalid title, mod not available. This is happening with all mods (soulcatcher etc.) so i'm not sure if its a steam problem or not.
