Strange lags!

Hey guys,
I have strange lags sometimes in NS2.
My laptop data:
8Gb Ram
GTX 540M(newest driver)
WIndows 7 64 bit
Intel i7 QM2720 2,2 GHz (4 cores)
internet via LAN cable, 4Mb/sec download capacity, 1Mb/sec upload capacity
Game data:
resolution 1280x720
all graphics low/disabled, only Anti aliasing on(doesnt matter if i turn it off)
normal fps: 30-60 FPS, ping: 40-60ms
Playing on my own server, good ping, no lags

Problem:
time-depentent(most in afternoon/evening - german time)
ping: 80-140ms(jumping, not constant)
extreme lags(not caused by my hardware)
problem on ALL public servers(e.g. german, uk,fr,usa), im from germany
problem on ALL point of views: Aliens, Marines, Spectator, Commander
problem on full and empty servers
problem only in NS2, other online games working fine(e.g counterstrike, world of tanks,...), noone is using my internet, no background programs running
other people said i am lagging from their point of view as if i had high ping
German server HBZ(Heidi´s Ziegenfarm 2) nearly empty server

There are times where this issue is nearly not noticeable. But sometimes it is every 2-3 seconds and its impossible to play e.g. as a fade with blink and shadow step, because i am always blinked back on the position where i was 1 second ago, like you see in that video.
Dont know if these errors are normal:

Need help to fix this problem. Looks like its a datatransfer problem between my laptop and the NS2 servers.

Video this evening: as you see no lags and nearly constant ping.(Heidi´s Ziegenfarm 2, now without lags...)

Edit: I read in forum that this problem is called "stutter" or " rubber band", but i didnt found an advice how to fix the problem. There was mentioned that it is was a issue by the NS2 servers, but i have this lag issue on all servers. Dont make much sense, because rest of players dont have this problem.
