Some Sort Of Limiting Resources Feature?

I've seen it on two servers now and it's incredibly annoying. We've dominated the map, taken more resource nodes, yet the resources DO NOT COME IN. It seems there's some sort of feature to make resources COMPLETELY WORTHLESS!!! Which of course removed a huge portion of the game. What seems to be happening is that the resources are limited to being equal for both teams, so it doesn't matter how many resource nodes you control, in fact it would therefore be in your best interests not to destroy enemy nodes when you find them, becuase then you get yourself more resources, and simply pin them in their base. Please tell me what the server setting is called that makes this happen, so I can never ever play on another server with this setting on again. It makes games take rediculously long besides removing a huge element of strategy.
