New mod idea: "Scenarios"

Rather than being a mod per-se, this would allow a "scenario" to be chosen. A scenario would be designed before-hand and would include the setting for a game already "in progress" on a chosen map. It could be selected via some special map voting/map rotation extension.

The scenario would include a list of structures (with locations), upgrades, and team/player resources for each team. There could also be "stocked" evolutions/tech (such as onos/exo), which teammates could select from them BEFORE the round starts. Once used, these stocked items would be gone and additional items would have to be paid for normally. The round would begin mostly as normal (with all players spawned in), but you would <b>begin play as if the game had been going for a while with all of those structures and upgrades already present</b>.

For example, you could create a scenario named "In the thick of it (ns2_tram)" - the map would be included by default in the name:

<b>Marines</b> would start with a main base in shipping, 2 IPs, an upgraded armory, an arms lab, an observatory, a phase gate (to another tech point), and 3 RTs. Marines researched upgrades would be level 2 weapons, level 2 armor, shotguns, flame thrower, jetpacks, and mines. Stocked items would be 4 shotguns, 1 flame thrower, and 2 jetpacks. There would be 10 team res and 10 personal res (each).

<b>Aliens</b> would start with two mature hives (crag and shift), a crag/shift/mature whip in each hive, a shell and spur with carapace and celerity upgrades, 3 mature RTs, and the cysts to connect them all. Stocked items would be 1 onos, 2 fades, 2 lerks, and 1 gorge. There would be 10 team res and 10 personal res (each).

P.S. I'd like to be able for any player (with authority) to "save" the current map status as a scenario, allowing it to be re-played from that point on in the future, if desired.
