Upload my custom file to steam to:
...\steamapps\common\natural selection 2\ns2\ui\loading


I will make new once latter. If you have some ideas for a spinner your self post a picture 256x256 size and i will make it a DDS file for you.

Have you checked if the files pass consistency checking on servers?

[EDIT] Just a note, for some reason the workshop has problems with these. They work fine on consistency checked servers if you just copy the files over but if you subscribe via the workshop they only work when starting a local server.
