Well, here's just me assuming that server performance will get increased leading up to the release, in the same way as client performance continues to increase.
Regarding server affinity: Is it really true that the server code only runs on one core? I've been monitoring my computer almost every game I've played since I started beta-playing (b217, so not overly long ago), but from what I can tell, NS2 really likes multiple cores. Looking at the CPU usage meter in task manager shows that all 4 cores on my i5 3570K gets loaded when the game runs.
On topic: I would like to see some system to easily tell when a server is tanking. The system used in ArmA/DayZ as mentioned above is one way of doing it, and an easy one to see for all on the server.
And after release, when the code is reasonably stable, UWE should be able to figure out and release server<i> requirements</i>, i.e. this or that performance for 12 or 24 man servers.

Hope they fix it.
