everyone seems to be cutting out like of a son of a, wasn't this problematic yesterday.

I detect no difference in voice quality in-game.

I've noticed that in high-lag high-ping servers the audio gets choppy.

To save bandwidth I guess. How many bits? I find 8 bit voice to be pretty good.
