Timeline and draing lines as spectator?

How can I have access to that timeline which shows what was build and when?
Also I have seen commentators drawing lines on the screen while spectating. Is this a 3rd party app/mod or built into NS?

    Yep, pretty much. The drawing on screen is a plug-in for <a href="http://www.xsplit.com/" target="_blank">Xplit</a>, the tool they use to Stream to Twitch

    And the timeline is something from <a href="http://ns2stats.org" target="_blank">NS2 stats</a>, which is only available on servers that have the mod installed.
