Non-dedicated server options / commands

Tonight I hosted a server off of my regular PC, nothing dedicated or fancy: it held 12 players very stably and I only run an i5-2400 at 3.10 GHz.
However I thought there could be some useful commands that were missing that would make running the game much easier:
1. forcerandom - this would take all the currently connected players and dividing them up among either team
2. kick - similar to removebot :) I imagine it would be useful to have a player number so you don't have to find your cyrillic characters for some players
3. changepassword - so you don't have to shut down the server to change the password
4. allcomms - allow all players to talk on the same channel without enabling cheats
