Unable to see the menus

Hi, When I enter the game I am unable to see the menus. If I move my mouse on the left side of the screen I get the menu sounds, but I can't see any menu item. Screenshot attached.

    Hi, please try verifying the NS2 Steam cache as per instructions here: <a href="https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335" target="_blank">https://support.steampowered.com/kb_article...=2037-QEUH-3335</a> ?
    What are your system specs and current NS2 configuration? (resolution, etc)

    Having just reinstalled NS2 for the first time in quite a while, I'm getting the same error.

    Blank menu screen on starting NS2 but I can hear the sounds of the menu items when I move my mouse over the left hand side.

    Also getting these errors in the console:

    ID3DXEffectCompiler: There were no techniques
    ID3DXEffectCompiler: Compilation failed

    Here's my computer's specs per dxdiag:

    Here's the error log:

    There's a few hundred more instances of this error:

    ID3DXEffectCompiler: There were no techniques
    ID3DXEffectCompiler: Compilation failed

    But leaving them in made the file too big to attach.
