Has this been proven? Also, if this is true, it would be really neat if the distress beacon instead spawned everyone, say, at the CC the commander is in.

No, it must work that way. If they were to spawn through the IPs, they would telefrag eachother. If they spawned near the Observatory/CC, the marines could build one in a hive and then hit Distress Call.
