Sound Notification when commander talks

While the current voice chat system for commander is great, however I always find myself talking while the commander
is and sometimes this leads to me not hearing him. I think it would be better if all marines heard a loud tone before the
commander starts talking so its like the game saying "EVERYONE SHUT UP THE COMMANDER IS ABOUT TO SPEAK."

Or make it so that the comm overrides any voice chat out there so only his mic works when he wants to talk.
