Sound Bug At Mapchange

Everything from sound effects (footsteps, gunfire) to voicecomms plays at a hyperfast speed. Voicecomms sound like Alvin aquired a bad speed habit. My own voicecomms (voice_loopback 1) is also affected. My soundcard seems a likely suspect, but this bug doesn't happen in either DoD or CS.

This happens on my system without fail every time a new map is loaded, causing me to quit HL and rejoin the server if i want to have intelligible sound. Even in LAN games or, say, like when i watch a demo, i have to quit HL and restart it if i want to watch another. Even if the same map loads, or i try to watch the same demo twice in a row, it happens.
