server rate on client side?

Hi, just got the game and like the idea alot i dimly recall playing Ns1 years and years back

my pc

quad core 3.6ghs intel.. err forgot
8gb ram
nvidia 560 (2gb version)

i am suffering from low frame rates, ive dropped my resolution down by a half and turned off every graphical option and its ok. but my problem is with the network code

some servers are better than others but none are good (live in the UK) its the jerky stop go motion problem, i know im suffering more than necessary because ive seen a few you tube vids and all of them the player movement is vastly smoother than i ever get.

as it stands the best server ive found (old assgamers or something close) is nearly playable and the rest are just frustrating just cant land attacks as aliens or shoot anything that isnt stationery on marines. it gets dramatically worse when a few people are together and the fps tanks

i know about net_stats but im wondering is there a variable on the client side that might be capping the "ticks" of communication i get from the servers? im using avast anti virus is there any known problems with that?

    The two things you want to look at from the net_stats command are:
    server rate = Gives the current tickrate of the server (Ideal = 30, good = >20, acceptable = 10-20, bad = <10)
    choke = The amount of data being lost between you and the server (Ideal = 0%, acceptable = <50%, bad = 50-100%)

    In the vast majority of cases, the problems are server-side such that you can't do anything except a) play on the servers that have the least amount of these problems and b) wait for UWE to fix the problems.
