Offline/LAN play

I've recently moved house and am in the unfortunate situation of having a very unreliable internet connection until my land-line broadband is set up - I've managed to update my copy of NS2 and Steam over at a friend's place and am now trying to use it in Steam's offline mode back at mine. I'm using a mobile broadband dongle which is unreliable at best and seems to be blocking the Steam ports entirely. (I can sometimes get it to work using a VPN but it can take several attempts to get connected).

When I try to connect to a locally-hosted server (either listen or dedicated) I get an error in the log that my client can't authenticate with Steam and the client just sits there until I close it. Is it possible to pass any command-line flags to enable offline play? I'm interested to know how you did it at Rezzed, E3 etc.
