to encourage map exploration
You would have small items spawn randomly either at the start of the round to be found later, or at a regular interval in random (or mapper allocated places through out the map).
Either a sound could be emitted, or a ping on map - something that would attract both teams at the same time to the general area of the item.
It would:

temporarily create new areas of interest to battle / encounter the other team other than the regular spots.

create ambush spots / traps if you don't collect the item.

add a bit more atmosphere

allow mappers to make use of underused areas of the map

allow mappers add little rooms and vents for exploration

take little off a bit of the very strict and sometimes mechanical gameplay

make use of things like the flash light and alien vision

finding things for free is fun and addictive :) - works for DOTA and Minecraft right?

Some examples of items that could spawn randomly:

Disposable Welder - heals to up to 100points of armour or building HP before running out of energy

Personal Res pack - between 5-40 points.

Team res pack

1 mine (not a pack, just 1)

Multipler items - the more people that are in a radius of a personal res pick up item, the more personal res you all receive.

Aura items - healing aura for n seconds - or heal wave, that instantly heals all near by players for n heal as a once off.

extra ammo / or adrenaline restore boost

basically stuff that wouldn't be overpowered, but gives you a little reward to taking the time to pick it up - and sometimes it might just what you need to win a battle.
you could say that there is a malfunction in the nanogrid or something along those lines to justify.
I know that ns2 is 1/2 RTS but there are RTS games that do have random pickups which make things interesting - with the option to disable it for tournament play.

I dont think the game needs random elements, i dont think that there are unused areas on the maps and i dont think that making/letting mappers add such rooms would be enjoyable for them. SUch otherwise useless rooms would be irritating and confusing for new people.
Imagine playing a game where sum1 pics up a res pack and goes 6 minute onos. No thanks.
