Poor server tick rate can actually drop your FPS, even if you have the best machine in the world your performance will steadily decrease as the server tickrate does, it can cause rubberbanding, lag and client-side FPS drops and it happens on 100% of the servers. Optimization as a whole has a long way to go, both client and server.
