Windowed and FPS

Hi all,
I've tried searching for the following, but I can't seem to find anything conclusive, and I'm hoping some of you can help.
1) Does running in windowed mode help or reduce frame rates? I've heard some say it does (but that may only apply to older builds), and others say it doesn't.
2) I think frame rates are partly determined by server tick rates. Is there an approximate equation that will determine the max "theoretical" fps you can achieve at a given tick rate?

Slightly. If you're running game on full screen graphics card writes directly to frame buffer. If not then it goes through compositor in OS and then to framebuffer.
You don't have to worry that it's the reason why NS2 is running slowly for you, NS2 has bottleneck on CPU side.
Docloulou, I've been running the Experimental Non Flash Menu Mod as well, and have noticed slightly better FPS when using that in conjunction with Windowed Fullscreen.
Which is why I posted here, because I thought it weird because it was also my understanding about what MOOtant mentioned.
In theory, windowed mode should reduce your framerate, but in practice I've never seen a noticeable decrease.
