While the current Marine vs. Skulk interplay is fun and skillful, it just looks really silly to me when I see a Marine bunny hopping all over the place. Instead, I say that along with the heavy armor, light armor is added. Light armor can be somewhat cheap (5-10 res), and only has 10-20 less armor than normal (up for debate). But because the armor is lighter, you gain a dodge/roll ability, as well as slightly faster movement/sprinting. The roll shouldn't be overdone or ridiculous but it should give marines the ability to more effectively dodge a jumping skulk, or a fade that's about to swipe you.
It would obviously have a recovery time, and wouldn't be spammable. It would just add a new upgrade, a new dynamic, and more varied gameplay. I just think, if you're gonna have heavy armor, why not have something from the other side of the spectrum.

But your idea of a trade-off with less armor and the general ability to chose between light and heavy sounds pretty good and might actually work out. I'd say it's worth a try. Also, as someone who played Unreal Tournament for years I would very much welcome dodging.
Sorry but i think you need to actually try doing this 'bhop' yourself. You can't bhop as marines.
Infact, the ability to chain more than one jump / strafe jumps and keep speed is very very limited as there is a very big 'blackhole' effect so to speak (ever since the movement system overhaul 5 or so builds ago). Add to this the lag compensation and prediction which severely dampens the marines ability to react to skulk movement and i think you'll find that the options for marine movement currently arn't very high nor are they ridiculous. So, i don't see the problem that your trying to address.
As for your solution, imho i think its unintuitive and adds unnecessary complication, even if the problem were legit.
I'd be a fan if there was a movement ability where if you held the sprint button and press the jump key, you could do a long jump or sidejumps with the jetpack.
Inspiration for this is Space Marine (the game) jump pack, by taping jump instead of holding jump your char does a quick 2-3 meter jump instead of full arc (<3 Assault Marines). works out very well since its a decent distance in a quick move, but with a second of recovery time.
This would give jps a new utility, maybe if the ability were available as a research, maybe even included in Improved Jetpack research. could also get cost of jps raised back to 20 to make them not as insignificant to lose.
