32 server tick bug

So i've noticed a pattern recently in recent builds. Servers which are not restarted regularly end up in this state with a constant displayed server tick of 32 (30 is supposed to be the max right?). When this occurs, the game stutters and rubberbanding heavily independant of client tick rate.
I don't know whats causing it nor do i have any useful logs, but i recognize the symptom of an unusually stable 32 ticks always being accompanied by this heavy rubberbanding. For what its worth i've only really noticed it on servers that normally run the game in the 15-28 tick range but then strangely end up with 32 ticks constantly.
The issue resolves with a server restart.
