Sound levels - Voices and Sound effects. Help!

<div class="IPBDescription">Can you turn down the sound effects without lowering the game volume?</div>I made some searches but couldn't find a topic about this, so I decided to start it myself. Sorry if I missed something. Maybe someone can link me to where I need to go if that is the case.
When I am playing NS2 I find it really difficult to hear what other people are saying over the ingame sound effects. Things such as constructing buildings, shooting and sometimes even running overshadows everything people are saying. So I went to the options menu and found out that there are three different sound options.
Voice, sound and music volume. Makes perfect sense! All I need to do is to raise the voice bar and lower the sound bar. However, lowering the sound bar also lowers the voice output. I can barley hear what people are saying with voice put to max and sound volume put the lowest, this is with my speakers set to a really high volume. If I raise the sound bar the voices gets louder but so does the sound effects. So the problem still remains. I seem to only be able to change the sound effects with relation to the voice volume.
So I am wondering if there is a way to lower the sound effects of the game without relation to the voice volume. I can't communicate at all right now, maybe this is the way its supposed to be, but doing a things like firing my gun completely muffles everything else. It leaves me mostly silent most of the time because I can't hear what people are saying.
