Game rubber banding

Hi, I am just wondering if anyone else is joining servers and when you move you start to lag or rubber banding? Just wondering if this is a server problem or something with my game settings.

Comp specs are

4g ram
HD6970
AMD 1100T
Asus Formula 4 extreme motherboard.

    You can find out if it is a server problem by typing the following in the console (~ key, next to the 1 on your keyboard)

    net_stats


    This will show you various net related information. Keep an eye on server tickrate. If it dips below 20, the server is having problems and you could get rubber banding.
