I think there could be a very simple to implement solution.
Hows about all marine structures have a research ability called 'self powered' or 'power pack'. It would basically allow that structure to work without external power source. It could cost quite a bit (maybe 15 res same as phase tech etc) and would take a little while to research so a ninja team would have to stay with the phase gate etc for a time while it happened. The structure could have that same blue pulse coming from it as power nodes do to show that it is self powered.
This has a number of benefits:
1) even if the ninja team dies after building the phase gate there is still the chance it could research in time before the aliens take it down
2) aliens dont need to search about for power packs in random places
3) its an intuitive feature, theres no 'invisible paths of power' going between packs and the 'one' nearest powered device
I guess you could get a point where a marine team spams turrets in an alien base and self powers them all but that would be very costly and take a long time to build/research so I dont think it would be OP.

I also like PsiWarp's idea.
But... It isn't clear to me what the problem is to which power packs are the solution.

I still miss them. I loved doing powerpack + obs for a ninja beacon to kill a hive. Still, powerpack + PG would be a nice consolation prize.
