Sudden Decrease in FPS?

About half the time between now and the release of 195, I started having a horrible FPS count. Before that, I almost constantly had 20-35 FPS (about the same in 195 and 194), but now, with no apparent change (it wasn't when 195 was released), I am getting extremely stuttery gameplay. I can't give an FPS count, because r_stats is broken. Likewise, I can't tell if it's my machine or the server. Is anybody else experiencing this problem?

    Most likely it's the server. Just try different ones. net_stats was how you would determine this before(by checking the server rate) but that's broken too.
