Moving a Tool's anchor point

How do I move a tools anchor point?

For instance the rotate and move tool are at a corner of a prop or face. I zoom in to look for good alignment and I need to move it. The move ancor tool with the arrows is all the way on the other side of the face.

How can I choose where the ancor point of a tool is located (same goes for rotation axis, at which point do you want it to rotate on)?

    using the move tool you can choose your anchor point with "," and "."

    this wont work using the rotate tool for some reason :( Its on my wish list for a long time now :)

    Thats because for the rotate tool, the hotkeys to change the anchor point have UNINTUITIVELY (points finger at UWE) been set to different keys, they are on the ; and ' keys, (thats the semicolon and apostrophe key)
