[Engine Perf] Random thoughts on thread priority

I noticed that the FMOD related threads in NS2 are above normal priority.

I tried changing them to normal priority to see if hitches stopped at all, didn't notice anything different. I tried because I was thinking that perhaps FMOD stole a lot of CPU time often and because of the higher thread priority, stole needed time from other engine parts during hitches.

Secondly, I noticed that when you don't have the game focused (eg its in Window mode) that everything runs a lot worse.

This is by design though as far as I am aware on Windows, only a focused application gets a priority boost.

Just wanted to mention it here in case it sparked any interest from devs, although from my investigations it sounds like the thread priority makes no difference in this case.
