The simplest solution to this is to allow the gorge to be a commander outside a hive. With those roles merged , the gorge could build , oversee and command the alien team. Now , it doesn't mean that all gorges must be commanders , or that all commanders must be gorges - merely some useful bonus for many situations.
Once a gorge player enters a hive , he is allowed to upgrade himself to establish that link *if* there are no other commanding aliens. After he leaves the hive , he can trigger an extra ability to gestate and obtain the top-down strategic perspective , to manage alien structures and drifters. Of course , gestating in the open near marine territory is a risky proposition.
Gorge commanders could also drop any building on their own , using carbon. Saving on the hives' energy , but cannot reach building sites as easily as drifters.
