Why not try http://www.tecgraf.puc-rio.br/iup/ first?
It is portable, and can be used from C, Lua, or Both (AFAIK). It is very fast and is extensively used by Guild Software, Inc. for their game Vendetta Online. Building interfaces is quick and easy (at least through the Lua interface) and is pretty much awesome in every way. Using IUP would also allow programmers to write their own custom graphical user interfaces far easier than they would be able to do with Flash.
Now I haven't actually implemented this myself (I am strongly considering it for my own projects though) so I don't know the implementation barriers and how difficult it would be but I'm sure it won't take very long at all.
Just my two cents!
