have to restart steam to update ns2

Every time an ns2 update is released, I have had to restart steam to get the update to start downloading. Other games do not have this problem. Any suggestions? Is there a way to force steam to update (e.g. a menu item)?

Note: In the NS2 game, under Properties, I have the Updates->Automatic updates option set to "Always keep this game up to date".

Also, clicking on the "View Natural Selection 2 Update History" page will bring up a blank steam screen with no update information. Again, other games do not have this problem.

On the update news you see nothing because there is no news added on that. I don't know how steamworks work but could be that they are not adding the news part, not a big deal.
And for the other problem, it is your steam program, I have no issue on this. The downloads started when it should.
Perhaps if you check on the steam configuration, where you can set your region, select the nearest region to you.

With other games I do used to have that problem, so I just changes steam to be in english (anyway, most games have a terrible ugly spanish version)

I have this same issue. I had to restart Steam for my NS2 update to start.

No idea, but might be possible that this is an issue related to impatience.
When you don't wait for an update for another game, you barely notice that steam starts updating eventually without being restarted.
Your steamclient probably isn't checking for updates every minute, so a restart kickstarts the updating.

But I'm just fishing here, steam might aswell treat ns2 differently due to alpha status and whatever.
