Pure server setting?

Basically what NS1, TF2 and L4D did by not allowing custom content and preventing things like
<ul><li>all bright or solid colored skins</li><li>greatly increased FOV</li><li>the weapon view model</li><li>prevent exploitative scripting</li></ul>
And so on.
