I didn't think of the abuse factor. Maybe make commands a resource. Call it radio power or some such thing. That could reduce the abuse. You could also have the marines able to buy weapons, but only get money from their commander. If they're not following orders, they don't get paid?

That runs into all thte same problems with the current system...although it would probably actually be better because it would prevent newbies from picking up an HMG and then losing it in some random part of the map.
Giving res based on comm commands/micro is BAD. It just make unnecessary work for the comm, making the learning curve steeper for no good gameplay reason.
