Targetted Spotlights and Decal Painter

Hey, I talked about this in another thread and I'm just throwing this out there. As a user of 3dsmax, I think having targetted spotlights would save some time in mapping, instead of having to manually rotate the lights themselves I think moving the targets over/onto an object would be a quicker solution, kind of like how IK is quicker in animation than rotating the bones themselves. As of right now, it looks like the spotlights are stuck on a rotation snap that doesn't allow for very accurate positioning for where you want your spotlight to shine.
The other thing that would be cool is a decal painter of some sort to paint textures over already textured walls and floors. Kind of like an airbrush. Infact, this may be too much, but it would be very useful if we could load in our own alphas as brushes to spray paint or stamp other textures on the walls and floors with our own particular patterns.

You can rotate your spotlights freely by unchecking the snap angle rotation bottom right of your screen.
I agree about the decal painter, as for now the only way to achieve this is by creating a model with an emissive map. A texture might work too, but emissives maps aren't working on my side on textures, only on props so I don't know.
