Weird Lag Issues

Ok when i join a game I'm fine lagging wise. When i see someone or shoot my ping sky rockets into the 200 range. When there are a lot of gun shots or a bunch a people near me i get insane lag.
I think my rates are fine here they are
cl_rate 9999
cl_cmdrate 76
cl_updaterate 60
rate 25000
ex_interp 0
I don't know how to fix this. Im running on
Windows 7
AMD Sempron 1.3 Ghz
1.5 Gbs Ram
Nvidia GeForce 9800 GT OC
Is there some way i can fix this?
