Server Problems!

I have some problems with my server (NS 1.01 ,maxplayer 14 , 10mbit connection ,. P4 2ghz , 512 ddram, win xp)...
At the beginning it has nice ping like 50 - 70 . when we have played a litte longer on the server the ping rises to like 400 and stays that way.. any idea why? . I havent edited anything in the config but : mp_networkmeterrate 7500 ,
sv_maxupdaterate 100 , sv_minrate 0 ,sv_maxrate 10000 ,mp_lowlag 1. what can be wrong ? (and i dont get the Winhl booster to work , not much of a manual included <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html/emoticons/sad.gif' border='0' valign='absmiddle' alt='sad.gif'><!--endemo--> )
