Check all the 'webbed' topics that are at the top of the Mapping Forum. They have all the information you need to get yourself set up (which is an annoying and technical process but the guidelines will walk you through it). Then, google 'half life mapping tutorial' or Level Design tutorials, and have a go. And always remember that you have a sea of reference and examples at your fingertips; true designers love to just check out other people's work. NS ships with, i think, 17 maps.
Just to forewarn you, once people understand what mapping really entails, about 95% of them give up. Especially before you've learned all the tricks and shortcuts and error prevention and solution (etc etc), mapping can be tedius. If you keep at it, it only gets better and better, and there is NOTHING like the final result.

Personally I don’t really see the point in mapping for NS now because there are less and less people playing it... I would go and do maps for something like TF2 or Portal or HL2... a new game, it will teach you things that will help you with all mapping, what real players think of your map.
