How to get bots to 'All' Join One team w/o Cheats on

I'm trying to start a bot server for a group and i was wondering what would i need to do to get the bots to ignore the team balance feature, or rather "turn if off" so they can all join the team that i want them too?

Its a Alien Vs Bot Marines type server.
