    No idea. I just stopped using paypal once someone ripped me off and I couldn't claim back all the funds and they even took a surplus charge off of the claim too.

    That would be odd if you couldn't buy ubisoft games on steam outside of America, considering their main studio is in Quebec and almost all of their other studios are in Europe I think there are maybe two U.S based studios.
