Could not establish connection to steam servers

<div class="IPBDescription">stupid error</div>Ok I am new to dedicated server so just bare with me, I followed everything I needed to get the dedicated server up, but nobody joins my server, and I cant see it in the server list, I can see the server in the "History Tab" i dont know why, I seem to guess this is the problem.
Adding master server 72.165.61.189:27010

I dont know what i did wrong. I forward ports 27015 and 27020 (udp and tcp) to my static ip address (Internal not external) *I followed portforward guide* Did i miss a port? even though I forward it to my static ip address, i test the ports to see if thier open and it returns with "Port 27015 is closed" and "Port 27020 timed out"
Do I have to shut down firewall, or antivirus? Or configure them (i tried shutting my firewall down, and nothing changed)
My modem/Router model is paradyne 6218-I2 (ADSL)
