Advance In Technology?

i'm having a problem of advancing my marines in technology. I've got EVERY structure built and working and my weapons can never seem to advance past the shotgun...there is no option highlighted for the machine gun, grenade launcher, or armor upgrade, jet pack etc. What am i not doing to get these advances? The advanced armory is built, regular armory built. .......everything except these advanced techs.
