As players select their team they spawn in a briefing room, pre game. In here is a map and an interface for annotating it.
In this breifing room both teams could make key decisions - who will comm, where will our hive be etc. What chamber we will drop first.
The team could also choose which points they will aim to secure first, and waypoint them on the map. they could also organize whos going to do what.
If a good interface was designed, and a system to let each player say this could really benifit team play.
The map would have to fairly interactive so markers and waypoints can be put on, and even time scales estimated. e.g. a marker to cap vent after 45secs in to game, and in game teh marker could be there with the timer counting down.
Visually it cud be quite cool, like one of those military breifing rooms in films and it cud give a more operation feel to a game. This would be harder to achieve for the aliens
on the other hand it could delay actual game play and over complicate things, i can see it being more useful for clans than pubs.

On the other hand, I think most of this is discussed while the game is in progress atm. I see no reason for this to change, since a team can have the most wonderfull and unbeatable tactical plan ever concucted, which could prove to be totally useless in a matter of seconds during the game due to action of the enemy.
I think adding a 5 second delay before the game starts, like NS1 now has. Is the best solution (pingcountdown+notmoving works, so why change it)
Also clans would have their own TS channel setup most likely, so they of all people wouldn't need this
In short:
I like this idea if it added something to the atmosphere (marine dropship), but yeah. What do the aliens get?
