You want to test whats wrong?
Create a clean and stable environment for the application.
So you want a complete reformat and then the most stable, most recent drivers for your devices.
From there you install the latest NS build, after making an MD5 check. (Installing NS of course includes installing steam, hl, running hl once etc)
Then you connect your PC to the internet and see how it works.
Next thing to do is to minimize the error sources in your PC, meaning disable anything that has to do with networking that you dont need to play NS. (Firewire connections, IPX protocols etc)
Make sure you are using a wired connection.
Update the router firmware.
Put yourself in the DMZ and see how it works.
Reconfigure your router.
There are basically way too many error sources, meaning that you have to try things out yourself! Hell, you could be getting disconnected, because you have same strange net-settings in your userconfig...
Check to see if this happens in other games?
In Other HL1 mods?
Other Steam games?
Non steam games?
etc etc.
I am currently running Windows Vista, but have experienced the problem on my older computers. many people i know have experienced the problem in the past, but are unable to give me a solution to the problem...

No, you did not!
If this is ALL Steam based games (not just HL1 mods) then then go to steampowered.com and talk to them.
If this is ALL games (including those not Steam based). Then contact your ISP.
I'll try anyway... I'll report back with the solution if there is any...
