If the NS2 community ends up making a fairly large amount of custom materials and prop models before the initial release, or maybe with the NS2TR, do you think the devs would include it in the actual game? Obviously it wouldn't go into any of the default maps and such, unless they really liked it. I just think it would be pretty cool to see some of the community's work being put into the original builds from square one.
Also, just to point out, I don't mean custom alien models and custom marine models, I mean purely prop models and map textures, such as computer consoles, kiosks, and the like. I know this community has the talent to pump out some pretty awesome stuff.

Developers usually seem hesitant to add user-created assets to retail games. I think it can cause legal complications, but I may be wrong.
Not if the users gave full permission for them to use it?
And of course if the creator gives specially full permission, as Stars said.

not really correct, at all in fact.
Starting this off with: I am NOT a copyright lawyer, so with that in mind:
In the US copyright is actually automatic. When some one has created a work (that is not infringing on some one else's copyright) they now have the copyright to that work. Yes, you SHOULD note who owns the copyright to anything published anywhere, however, you don't actually HAVE to.
Then of course comes the fact that you can transfer the copyright status (in whole or part) to another individual or group.
TBH, I am not sure what the status of certain things in NS are (as in, I don't know if KFS still holds the copyrights to Eclipse and Veil, if he gave the rights of them to Flayra, or if he simply gave them an unlimited license, but kept the © himself).
If UWE were to include community work then they probably would require some sort of very good license on it (if not complete ownership).
Of course, they could also distribute a community pack, that contains everything with their original licenses, separate from the game.
